MPAC CONDUCTS PUBLIC HEARINGS ON Q3 PERFORMANCE

 

The Municipal Public Accounts Committee (MPAC) is currently hosting public hearings on the municipality’s third quarter Institutional Performance Report (1 January – 31 March 2025) at Jack Botes Hall. These hearings are an important part of Council’s oversight function, aimed at ensuring that departments and managers remain accountable for service delivery targets outlined in the Service Delivery and Budget Implementation Plan (SDBIP).

 

Chairperson of MPAC, Cllr Mapula Phoshoko has reiterated the committee’s firm stance on accountability, stating that poor or underperformance by departments and appointed service providers will not be tolerated.

 

“If the performance is poor, it means something is being done incorrectly. We will not allow the continued appointment of service providers without corrective measures,” said Cllr Phoshoko.

 

During the third quarter under review, performance levels across some key areas were flagged.

 

Energy Services noted several challenges, including limited budget availability, delays in material delivery and site-related issues affecting solar high-mast lighting projects.

 

In response to broader planning and budgeting concerns, the Executive Mayor, Cllr John Mpe, acknowledged the need for improved financial planning:

 

“We face challenges with cash flow due to the state of the economy. We must enhance how we approach project budgeting to deliver more with available revenue.”

 

The hearings continue to reflect the municipality’s commitment to transparent governance and efficient service delivery. Residents are encouraged to follow these sessions and remain active participants in holding the institution accountable.
